Produce a book from concept that represents the man, Paul Rogers, responsible for every piece of momentous health legislation between 1962 and 1978.

To handle the job, the co-authors researched the records, worked with contributors, interviewed staff, both Congressional and at Rogers' law office, and his wife at their home.
